نداء إنساني يدقّ ناقوس الخطر وموجّه الى كل المسؤولين  على أعلى مستوياتهم وكل الجهات المعنية والوزراء والنواب الكرام  والأحزاب والجمعيات الانسانية والحقوقية  وأصحاب الضمير الحي في كل مكان:

إنّ ” تجمّع أبناء البلدات الجنوبية الحدودية” وبإسم كل النازحين في لبنان وخصوصاً نازحي القرى الحدودية يدقّ ناقوس الخطر بالنسبة لاقتراب انتهاء الشهر الثالث منذ بدء الحرب الأخيرة(آذار٢٠٢٦) واقتراب مرور ثلاث سنوات على بدء الحرب في ٢٠٢٣، وما زال أهلنا النازحون يُعانون من دفع الايجارات الشهرية للشقق بمبالغ خيالية لا يقبل بها عقلٌ ولا منطق ولا تُشرّف ضمير أي إنسان، في استغلال فاضح  لوضع النازحين وابتزاز واضح لهم ، وذلك من قبل أكثرية مالكي الشقق والسماسرة والنصّابين ، حيث يُطلب مبالغ إيجار طائلة لشقق بعضها لا يصلح للسكن أصلاً ومن المعيب أن يُسمّى شقّة سكنية تليق بالإنسان، وهنا لابد من وضع خطّة واقتراح قوانين لوضع حد أقصى للإيجار و “باريم” معيّن تُقيَّم  على اساسه ايجارات الشقق تتولاه لجان من البلديات  ومندوبين من وزارة الشؤون والإسكان والتنظيم المدني ونقابة المهندسين لكي تكون الايجارات منطقية وتتناسب مع القيمة التأجيرية التي تضعها البلديات كما يجب إقرار قانون فرض ضريبة على الأملاك المبنية الشاغرة والتي هي حتّى الآن معفية قانوناً من الضرائب  خلافاً للمنطق والأصول، وذلك لتشجيع المالكين على تأجيرها ممّا يجعل العرض اكثر من الطلب ويخفّف غلاء الايجار عن كاهل المواطنين، وذلك على الأقل استثنائيّاً في ظل  حالة الظروف القاهرة التي نعيشها..

ولو اقتصر الأمر على مقدار الإيجار وحده  لهان بعض الشيء ولكن يُضاف اليه عدّة أشهر سلف وشهر عمولة وشهر تأمين حتّى تصل هذه المبالغ أحياناً الى  ما يفوق العشرة آلاف دولار !!! وهذه الايجارات تفوق ما هو موجود في ارقى عواصم العالم مع العلم أنّ بعض هذه الدول تضع حدّاً  أقصى لبدل الايجار..

ولا ننسى أنّ النازحين للسنة الثالثة على التوالي وبعد دمار  كل ما يملكون من بيوت ومؤسسات ومصالح ومزارع  وأرزاق وفقدانهم كل مصادر دخلهم ، فإنه حالياً لا تلتفت إليهم أي جهة رسميّة أو غير رسمية من ناحية دفع بدل الإيواء  ولم يسأل أحد أو جهة :

“من إين لهم أن يدفعوا إيجارات بيوتهم وهم عاطلون عن العمل منذ سنوات ولا مدخول مالي لديهم ؟!”

ومع أن الإيواء رغم أنّه  الجزء الأصعب والأساسي  والملزم شهريّا من تكاليف المعيشة ولكنها لا تقتصر عليه وإنّما يُضاف اليه بدل الأكل والشرب والملبس وفواتير مياه وكهرباء وهاتف وإنترنت وتعليم ونقل  وتدفئة وأثاث وأدوية وغير ذلك ….

ناهيك عمّا يتعرّض له النازحون في بعض الاحيان وفي عدّة مناطق من تنمّر ومضايقات ومشاكل وخطاب مذهبي  وعنصري بغيض.

إنّ هذا الأمر، ونعني به عدم دفع بدل تكاليف الإيواء والمعيشة للنازحين ، ومضايقتهم وعدم حل مشاكلهم وتلبية حاجاتهم، هو قنبلة اجتماعية –إنسانية، توشك أن تنفجر ولا نعلم تداعيات ذلك على وضع داخلي هش ومتأزّم وحرب مشتعلة على الحدود ولها امتداداتها على كل الوطن .

ولا يقل وضع النازحين في مراكز الإيواء معاناةً  عمّن في الشقق ، و كذلك النازحين في الخيم وفي الشوارع والساحات والنازحين  المعوقين  الذين تتضاعف معاناتهم …

لذلك، فإنّنا ندعو كل المعنيين من وزارات وإدارات ومؤسسات رسمية وخاصّة ونوّاب وأحزاب وجمعيّات محليّة وعالميّة إنسانيّة وحقوقيّة إلى عقد مؤتمر وطني عام لدعم النازحين وإيجاد حل واقعي وانساني لمشاكلهم ووضعهم المأساوي وعمل خطّة طويلة الأمد ومستدامة لذلك، تضمن حصولهم على حقوقهم الإنسانية المشروعة في ظل أزمة وحرب تبدو طويلة الأمد وعدم وجود حلول في الأفق  المنظور…

This is a humanitarian appeal sounding the alarm, addressed to all officials at the highest levels, all concerned authorities, honourable ministers and members of parliament, political parties, humanitarian and human rights organizations, and people of conscience everywhere in the world:

The “Assembly of the People of the Lebanese Southern Border Towns”, speaking on behalf of all forcefully displaced persons in Lebanon, especially those displaced from the border towns, sounds the alarm as the third month since the outbreak of the latest war (March 2026) approaches its end, and nearly three years have passed since the war began in 2023.

Our displaced people continue to suffer under the burden of paying monthly apartment rents at outrageously inflated prices, amounts that defy reason and logic and dishonour any sense of human conscience. This is a blatant exploitation of displaced families’ circumstances and a clear extortion, carried out by the majority of apartment owners, brokers, and fraudsters. Exorbitant rents are being demanded for apartments, some of which are not even fit for habitation and are ill-suited to being called residential homes proper for hosting human beings.

There is an urgent need to develop a plan and propose laws that establish a maximum rent cap and a standardized scale (“barème”) for evaluating apartment rents. This process should be overseen by a committee bringing together delegates from municipalities, representatives from the Ministries of Social Affairs, Housing and Urban Planning, as well as, the Order of Engineers and Architects, to ensure rents are reasonable and aligned with fair rental values established by municipalities. A law should also be enacted to impose taxes on vacant apartments, which are currently exempt from taxation, contrary to logic and proper practice. This would encourage owners to rent them out, increasing supply relative to demand and easing the burden of high rents on citizens, at the very least as an exceptional measure during the extraordinary circumstances we are living through. If the issue were limited to rent alone, it might have been somewhat bearable. However, landlords and brokers are also demanding several months of advance payments, in addition to one month’s commission and one month’s security deposit, causing the total amounts to sometimes exceed $10,000!!! These rental costs exceed those found in some of the world’s most high-priced capitals with the biggest incomes, despite the fact that most countries impose legal caps on rent.

Let us not forget that displaced families, who are now entering their third consecutive year of displacement, have seen the destruction of everything they owned: homes, institutions, businesses, farms, livelihoods, and all sources of income. At present, no official or unofficial body is paying attention to them in terms of shelter assistance. And no one has asked the obvious question:

“How are they expected to pay rent when they have been unemployed for years and have no financial income?”

Although housing is the most difficult, essential, and mandatory monthly expense of living, it is not the only one. It is accompanied by the costs of food, clothing, water, electricity, phone and internet bills, education, transportation, heating, furniture, medicine, and much more. Not to mention that displaced persons are, in some cases and in several areas, subjected to bullying, harassment, assaults, hateful sectarian and racist rhetoric.

This situation; namely, the failure to cover the costs of housing and living for displaced persons, the harassment they face, and the lack of solutions to their problems and unmet needs, is a social and humanitarian time bomb on the verge of exploding. We cannot predict the consequences this may have on an already fragile and crisis-ridden internal situation, while a war burns at the border and extends its impact across our nation.The suffering of displaced people in shelters is no less severe than that of those in apartments, nor is that of displaced people living in tents, streets, and public squares, or displaced persons with disabilities whose hardships are multiplied.

Therefore, we call upon all concerned parties, ministries, administrations, public and private institutions, members of parliament, political parties, and local and international humanitarian and human rights organizations, to convene a national conference to support displaced persons, find realistic and humane solutions to their problems and tragic conditions, and develop a long-term, sustainable plan that guarantees their legitimate human rights amid a crisis and war that appear to be prolonged, with no foreseeable solutions on the horizon.
