We are approaching the thirtieth month of the genocidal war in Lebanon and Palestine waged by the Zionist entity under the auspices of the US and with the absolute support of an international community complicit in our killing and attempted annihilation. In Palestine, Syria, and Lebanon, we are witnessing, before the eyes of the world, the expansion of the occupation in all its forms, while nations, including our own governments, collude in criminalizing the right of peoples to resist and determine their own destiny – instead of uniting to hold the occupation accountable and disarm it to overthrow and eradicate its expansionist, settler-colonial system. These practices are not limited to Bilad Al-Sham alone; rather, they constitute a despotic pattern through which the domineering empire attempts to criminalize resistance and political liberation movements that oppose genocide and protect the Earth.

Since the 2nd of March, and specifically during the past week, the Zionist entity has launched more than 2,500 attacks against our people in Lebanon, and repeatedly issued direct threats of mass killing, forced displacement, and collective erasure to over 24.5% of the population of Lebanon, equivalent to one million two hundred thousand people . This colonial assault has, so far, led to the martyrdom of over 634 people and the injury of over 1,586. In the midst of these catastrophic events, popular committees are mobilizing to secure the basic needs of the displaced and those directly affected, yet a great number of those forced to leave their homes remain abandoned on the streets, amidst clear governmental negligence manifested in the government’s failure to facilitate the people’s movement, provide the necessary, sufficient and adequate shelters, and supply the minimum basic necessities to support the survival and steadfastness of our people.

During the period falsely dubbed as a “ceasefire” that was only unilaterally respected (by Palestine and Lebanon), and which laid the groundwork for the expansion of the occupation, the Zionist entity carried out over 15,000 aerial, ground, and naval attacks against us in Lebanon, taking the lives of 397 martyrs and injuring more than 1,102 others. At this time, and under the dictates of the United States of America, the priorities of the Lebanese government have pivoted towards attacking the people of the resistance, attempting to disarm them, and trying to impose laws that would deprive the people of their resources, heritage, and personal data, thus paving the way for the takeover of multinational corporations, which are a key instrument of the occupation.

Before the current escalation, the Zionist assault on Lebanon had already taken the lives of over 4,000 martyrs, including 316 children and 790 women. Women and children constituted more than a quarter of the victims, 51% of whom were young people, and 11 martyrs were journalists, half of whom were targeted while reporting. With 222 healthcare workers killed and 330 others injured, 158 ambulances and 57 fire trucks were bombed, and some 90,076 facilities were damaged, 23,489 of which were destroyed. Lebanese army posts, municipal buildings, and hospitals were targeted (8 hospitals were forcibly closed and 38 others were damaged). Civil defense and municipal personnel were targeted, particularly at the Civil Defense center in Baalbek (13 killed), in addition to municipal workers and buildings. The number of Lebanese detainees is estimated at 22 (11 of whom were arrested during the 2024 ground invasion). Last week, at the beginning of the current escalation, Israel killed 634 martyrs and injured over 1,586. More than 816,700 people were displaced from the South, the Bekaa, and the suburbs. They urgently need shelter, food, water, and other services, in light of the state’s reluctance to provide the needed relief.

In parallel with the daily massacres and the destruction of the livelihoods of the people of the land, this systematic environmental destruction resulted in the burning of approximately 10,800 hectares (108 million square meters) due to phosphorus shells and devastating airstrikes. In addition, more than 47,000 ancient olive trees were destroyed, burned, or stolen, and 134 hectares of olive groves, 48 ​​hectares of citrus groves, and 44 hectares of banana groves were damaged. Twenty-six public water pumping stations were destroyed by Israel, and the Al-Wazzani and Maysat stations were taken out of service, depriving 150,000 people of water. Losses in the water and irrigation sector are currently estimated at between $171 million and $356 million. During that time, the genocidal enemy has destroyed 18 million square meters of forests and woodlands, and deposited various toxins into the land, through the spraying of herbicides and other unknown biochemical materials that destroy the ecosystem and render the soil unfit for agriculture for many years.

And as usual, popular and community initiatives have begun to mobilize to provide relief and solidarity, amid the state’s failure to secure the necessities for steadfastness, not to mention the abhorrent sectarianism with which some municipalities treat the displaced. While fully acknowledging the immense importance of the people-to-people burgeoning channels of support that counter the distorted sectarianism plaguing Lebanese society, one cannot overlook the fact that the current stance of the government not only aligns in its rhetoric with the dictates of past and future colonial powers but also responds to them without question or consideration for the national interest and the right of the Lebanese people to resist ongoing assaults, in order to protect their lives and the lives and safety of their loved ones, and to affirm their right to live without fear of a brutal, ferocious enemy that commits atrocities with absolute impunity.

And now, the enemy is preparing to occupy Lebanon, starting with the South, the Bekaa Valley, and the southern suburbs of Beirut, which bear the brunt of the daily destruction and killing. This operation comes in the context of a fierce war on Iran and its people by the Zionist enemy in alliance with the United States, whose fascist administration declares daily its intention to control the world and use excessive violence against anyone who does not adopt its leadership and racist superiority, and it warns us of a return to the worst eras of colonialism and oppression.

This war unfolds in parallel with attempts to restructure the country’s political economy in ways that deepen dependency and inequality. The economic crisis and ongoing destruction are being used to accelerate neoliberal restructuring, privatization of public resources, and the transfer of wealth into the hands of domestic elites and multinational corporations.

In its first year, the Lebanese government, which was blatantly appointed by Western embassies and emissaries, began proposing a series of laws that would plunder the country’s resources, agricultural heritage, and ecological balance for the benefit of multinational corporations responsible for the collapse of food systems worldwide. It adopted a policy of collective punishment against the people of areas targeted by the occupation, depriving them of the resources needed for recovery and reconstruction. Its subservience to colonial powers, it seems, might not end with the recent decision aimed at criminalizing resistance, indeed, criminalizing the people’s right to defend themselves in the face of the state’s institutions, including the army, failing to fulfill their duties by official order from the authorities. This criminalization is accompanied by an organized media war echoing Israeli-US propaganda against the right to self-defense and self-determination, employing an unacceptable racist, sectarian, classist, exclusionary, and divisive rhetoric.

As in previous catastrophes, Lebanon’s forcefully displaced communities, working class, small farmers, and the urban poor bear the overwhelming cost of war, displacement, and reconstruction, while political elites and financial actors seek to reorganize the economy in ways that preserve their power, or hand it to the occupation.

In this context, and based on our firm belief in the inherent rights of peoples, including the right to self-determination and the right to resistance, and in light of external and internal attempts to force society to surrender and accept Zionist hegemony over the region, we, the popular resistance and popular action groups in Lebanon, affirm the following principles:

• The right of peoples to resist and defend their land and sovereignty, as an inherent and natural human right, is enshrined and guaranteed by international covenants and treaties, foremost among them the UN Charter and agreements related to the rights of peoples to self-determination. Our exercise of this right is an embodiment of these legal principles, which are not subject to interpretation or abrogation by anyone.
• We declare our full rejection of the current policies and pressures exerted by the regime, which aim to restrict or circumvent this legitimate right. Protecting national sovereignty is not achieved through retreat and surrender, but through clinging to the land and the right to resist.

We affirm that the collective interest of the Lebanese people lies in liberation from economic and political dependency and in working towards an independent, solidarity-based political and economic system, whose goal and structure is founded on the tenants of social justice, in alignment with the right of the indigenous people to self-determination and sovereignty over their natural resources.

Therefore, we address a collective cry and an urgent call to the people of the land, all residents of Lebanon, and free people worldwide, to mobilize immediately to support this stance through confronting the government, the empire, and the occupation, documenting violations, and resisting the media blackout, disinformation and misinformation campaigns to which the people of the land are being subjected to while exercising their right to defend their land. Let us mobilize across the world in rejection of the automation of genocidal systems, uniting wherever we are to overthrow the expansionist, settler-colonial system attempting to dominate our planet. Let us organise actions and protests in front of the embassies of the occupation and complicit states to amplify the voice of popular resistance, launching widespread petition campaigns to affirm popular solidarity with the right to resist and defend the land, standing in solidarity with our displaced people, and confronting the imperialist assault by any means necessary.

And in rejection of any compromise over our right to self-determination, we affirm our commitment to persist in our liberatory struggle, empowered by internationalist solidarity and the conscious power of the people to protect and reclaim what remains of national sovereignty and dignity.

The time has come for the peoples of the world to collectively liberate themselves from the empire and restore the sovereignty of all indigenous peoples over our shared Earth!

نقترب من الشهر الثلاثين من حرب الإبادة الجماعية في لبنان وفلسطين التي يقوم بها الكيان الصهيوني تحت وصاية الولايات المتّحدة الأميركية وبدعم مطلق من المجتمع الدولي المتواطئ في قتلنا ومحاولة محونا. نختبر في فلسطين وسوريا ولبنان، وأمام مرأى العالم، توسّع الاحتلال بشتّى أنواعه في حين تتواطأ الدول، ومعها حكوماتنا، بتجريم حق الشعوب في المقاومة وتقرير مصيرها، بدل من أن تتّحد لمحاسبة ونزع سلاح الاحتلال من أجل إسقاط واستئصال منظومته الاستعمارية التوسّعيّة والاحلاليّة. وليست هذه الممارسات محصورة ببلاد الشام فقط، بل هي تشكّل نمط استبدادي تحاول من خلاله الامبراطورية المهيمنة أن تجرّم المقاومة والحركات التحرريّة السياسية المعاديّة للإبادة والحامية للأرض.

‎منذ الثاني من آذار/مارس الجاري، وتحديداً خلال الأسبوع المنصرم، شنّ الكيان الصهيوني أكثر من 2500 اعتداءً على أهالينا في لبنان، طالت أكثر من 24.5 %من السكان، أي ما يعادل مليوناً ومئتي ألف إنسان، بالتهديد المباشر بالقتل والتهجير والمحو الجماعي. وقد أسفر هذا العدوان عن ارتقاء أكثر من 634 شهيداً وسقوط 1586 جريحاً حتى الساعة. في خضم هذه الأحداث، تلتفت مجموعات العمل الشعبي لتأمين الحاجات الأساسية للنازحين والمتضررين، غير أن أعداداً كبيرة منهم ما زالت متروكة في الشوارع، في ظل تقصير حكومي واضح يتجلّى في عدم تسهيل حركة النزوح، وتأمين مراكز الإيواء اللازمة والكافية، وتوفير الحد الأدنى من المستلزمات الأساسية لدعم صمودهم الشعبي.

في الفترة التي سمّيت زوراً ب”وقف إطلاق النار” الأحادي الجانب (من جهة فلسطين ولبنان) التي أسّست البنية التحتيّة لتوسّع الاحتلال، قام الكيان الصهيوني  بأكثر من 15000 اعتداء جوّي وبرّي وبحري علينا في لبنان أسفر عن 397 شهيد وأكثر من 1102 جريح. وفي هذا الوقت، وتحت إملاءات الولايات المتّحدة الأميركيّة، تمحوّرت أولويّات الحكومة اللبنانيّة على الهجوم على أهالي المقاومة ومحاولة نزع سلاحهم بالإضافة إلى محاولتها لفرض قوانين تسلب أهالي الأرض مواردهم وتراثهم وبياناتهم الشخصية لتفتح الباب أمام الشركات المتعددة الجنسيات والتي هي أداة أساسية للاحتلال.

وقبل التصعيد الحالي، كانت الهجمات قد أدت إلى ارتقاء أكثر من 4000 شهيد، بينهم 316 طفلاً و790 امرأة، حيث شكّلت النساء والأطفال أكثر من ربع الضحايا، الذين كان 51% منهم من الشباب. كما استهدفت هذه الهجمات 11 صحفيًا بشكل مباشر. ومع استشهاد 222 من العاملين في مجال الرعاية الصحية وإصابة 330 آخرين، تم قصف 158 سيارة إسعاف و57 شاحنة إطفاء، وتضررت نحو 90,076 منشأة، دُمر منها 23,489، واستُهدفت مراكز الجيش اللبناني والمباني البلدية والمستشفيات (أُغلقت 8 مستشفيات قسرًا وتضررت 38 أخرى). واستهدفت المجازر أفراد الدفاع المدني والبلديات، ولا سيّما في مركز الدفاع المدني في بعلبك (13 شهيدًا)، بالإضافة إلى استهداف عمّال ومباني البلديّات.  يُقدر عدد الأسرى اللبنانيين اليوم بـ 22 (11 منهم اعتُقلوا خلال الغزو البري في 2024)، وكما ذكرنا سابقا قتل الاحتلال 634 آخرين استشهدوا خلال هذا الأسبوع، ناهيك عن الأضرار الإضافية، مع نزوح أكثر من 816,700 من سكّان الجنوب والبقاع والضاحية وحاجتهم الملحة للمأوى والطعام والماء وباقي الخدمات، في ظل تلكؤ الدولة عن صرف الأموال لاغاثة الشعب.

وبالتوازي مع إبادة البشر وتدمير مقوّمات حياتهم، أسفرت الإبادة البيئية الممنهجة عن احتراق حوالي 10,800 هكتارًا (أي 108 مليون متر مربع) بسبب القذائف الفوسفورية والغارات المدمرة، بالإضافة الى قصف وحرق وسرقة أكثر من 47,000 شجرة زيتون معمرة، وتضرر 134 هكتاراً من الزيتون، كما 48 هكتاراً من الحمضيات، و44 هكتاراً من الموز، وتدمير 26 محطة ضخ مياه عمومية، وخروج محطتي “الوزاني” و”ميسات” عن الخدمة، مما حرم 150 ألف نسمة من المياه، حيث تقدّر خسائر قطاع المياه والري بـ 171 إلى 356 مليون دولار. وقد دمّر العدو 18 مليون متر مربع من الغابات والأحراج (السنديان والملول…)، وتسبّب بمختلف الترسّبات السّامة والقاتلة للأرض، من رشّ للمبيدات العشبيّة ومواد أخرى مجهولة كيميائيّة وبيولوجيّة،  تقضي على الحياة البيئيّة وتجعل التربة غير صالحة للزراعة لسنوات عدّة.

وكالعادة، بدأت المبادرات الشعبية والمجتمعية بالتحرّك للمساعدة والتضامن، في ظل تقاعس الدولة عن تسهيل حركة النزوح وتقصيرها في تأمين مستلزمات الصمود، عدا عن الطائفية المقيتة التي تتعامل بها بعض البلديات مع النازحين. مع الأهمية القصوى للتوجّه الإنساني الذي  يذهب عكس الطائفية المشوّهة للمجتمع اللبناني، لا يمكن التغاضي عن حقيقة أن الموقف الحالي للحكومة، لا يتماهى في خطابه مع أوامر دول الاستعمار الماضي والآتي فحسب، بل يستجيب لها دون سؤال أو اعتبار للمصلحة الوطنية وحق اللبنانيين/اللبنانيات في صد الاعتداءات المستمرة حفاظًا على أرواحهم وأرواح وسلامة أحبائهم، وتثبيت حقهم في الحياة من دون خوف من عدو سفّاح مستشرس يرتكب الفظائع من دون أيّ محاسبة.

وها هو العدو يستعد لاحتلال لبنان من الجنوب والبقاع والضاحية الذين يتحملون القسم الأكبر من توابع التدمير والقتل اليومي. وتأتي هذه العملية في سياق حرب شعواء على إيران وشعبها من قبل العدو الصهيوني بالتحالف مع الولايات المتحدة التي تُعلن إدارتها الفاشية يوميًا نيتها السيطرة على العالم واستخدام العنف المفرط ضد كل من لا يتبنى زعامتها وتفوّقها العنصري، وهي تنذرنا بالعودة إلى أسوأ حقبات الاستعمار والبطش.

تتصاعد هذه الحرب بالتوازي مع محاولات لإعادة هيكلة الاقتصاد السياسي للبلاد بطرق تُعمّق التبعية واللامساواة. تُستغل الأزمة الاقتصادية والدمار المستمر لتسريع إعادة الهيكلة النيوليبرالية، وخصخصة الموارد العامة، ونقل الثروة من أهل الأرض إلى أيدي النخب المحلية والشركات متعددة الجنسيات.

ففي عامها الأول، بدأت الحكومة اللبنانية، التي عُيّنت بشكل سافر من قِبل السفارات والمبعوثين الغربيين، باقتراح سلسلة من القوانين التي من شأنها نهب موارد البلاد، وتراثها الزراعي، وتوازنها البيئي لصالح الشركات متعددة الجنسيات المسؤولة عن انهيار النظم الغذائية حول العالم. وتبنّت الحكومة سياسة العقاب الجماعي ضد سكان المناطق المستهدفة من الاحتلال، وحرمتهم من الموارد اللازمة للتعافي وإعادة الإعمار.

ويبدو أن خضوعها للقوى الاستعمارية لن ينتهي بالقرار الأخير الذي يهدف إلى تجريم المقاومة، بل وتجريم حق الشعب في الدفاع عن نفسه في مواجهة تقاعس مؤسسات الدولة، بما فيها الجيش، عن أداء واجباتها، بأوامر رسمية من السلطات. يصاحب هذا التجريم حرب إعلامية منظمة تردد صدى الدعاية الإسرائيلية الأمريكية ضد حق الدفاع عن النفس وتقرير المصير، مستخدمةً خطابًا عنصريًا وطائفيًا وطبقيًا وإقصائيًا وتحريضيًا غير مقبول.

وكما في النكبات والأزمات السابقة، يتحمّل عامة الشعب اللبناني، من مجتمعات نازحة قسرًا وعمال ومزارعين صغار وسكان المدن الفقراء، العبء الأكبر للحرب والنزوح وإعادة الإعمار، بينما تسعى النخب السياسية والجهات الفاعلة المالية إلى إعادة هيكلة الاقتصاد بما يضمن بقاءها في السلطة، أو بيع سلطتها السياسية للاحتلال.

في هذا السياق، وانطلاقُا من الإيمان الراسخ بالحقوق الأصيلة للشعوب، ومنها الحق في تقرير المصير والحق في المقاومة، وفي ظل المحاولات الخارجية والداخلية إلى جر المجتمع إلى التقسيم أو الاستسلام والتسليم بالهيمنة الصهيونية على المنطقة، نؤكد نحن مجموعات المقاومة الشعبية والعمل الشعبي في لبنان على الثوابت التالية: إنّ حق الشعوب في المقاومة والدفاع عن أرضها وسيادتها، بصفته حقاً إنسانيًا أصيلُا وطبيعيًا، مكرسا ومكفولاً بموجب المواثيق والمعاهدات الدولية، وفي مقدمتها ميثاق الأمم المتحدة والاتفاقيات المتعلقة بحقوق الشعوب في تقرير مصيرها. إن ممارستنا لهذا الحق هي تجسيد لهذه المبادئ القانونية التي لا تقبل التأويل أو الإلغاء من أي كان.

نعلن رفضنا القاطع للسياسات والضغوط الراهنة التي يمارسها النظام، والتي تهدف إلى تقييد هذا الحق المشروع أو الالتفاف عليه. إن حماية السيادة الوطنية لا تتحقق بالتراجع والاستسلام، بل بالتمسك بالأرض وبحق المقاومة.

نؤكد أن مصلحة الشعب اللبناني تقوم على التحرّر من التبعية الاقتصادية والسياسية والعمل نحو نظام اقتصادي سياسي مستقل وتضامني، غايته العدالة الاجتماعية البنيوية بما يتوائم مع حق أهالي الأرض بتقرير المصير والسيادة على الموارد الطبيعية.

لذا، نتوجه بصرخة جماعيّة وبنداء عاجل إلى أهل الأرض وجميع سكان لبنان وأحرار العالم أجمع ، للتحرّك الفوري لمساندة هذا الموقف من خلال مواجهة مشروع الحكومة والامبراطوريّة والاحتلال، وتوثيق الانتهاكات ومقاومة التعتيم والتضليل الإعلامي  الذي يتعرّض له أهل الأرض خلال مقاومتهم ودفاعهم عن أرضهم و وحقوقهم المشروعة. فلنتحرّك في جميع أرجاء العالم رفضاً لأتمتة نظم الإبادة، متّحدين حيث ما كنّا لاسقاط المنظومة الاستعماريّة التوسّعيّة والاحلاليّة التي تحاول الهيمنة على كوكبنا.  وذلك من خلال تنظيم التحركات والاعتصامات أمام سفارات الاحتلال والدول المتواطئة لإيصال صوت المقاومة الشعبية، وإطلاق حملات تواقيع واسعة لتأكيد الالتفاف الشعبي حول حق الدفاع عن الأرض، والتكاتف مع أهلنا النازحين، ومواجهة الهجمة الامبريالية بأي وسيلة ضرورية.

ورفضًا للمساومة على حقنا في تقرير المصير، نؤكد على المضي في نضالنا هذا، معولين على وعي الناس وتضامنهم لحماية ما تبقى من سيادة وكرامة وطنية.

حان الوقت لتتحرّر شعوب العالم من الامبراطوريّة واستعادة سيادة كل أهالي الأرض!
